Compare the offers before the country keywords
One English explanation can serve several countries when the offer and customer task are materially the same. Before proposing separate pages, compare eligibility, availability, contracting details, delivery and the support route. A country name added to the title is not a useful difference by itself.
Ask the commercial and operations owners which conditions actually vary. Keep unknowns explicit. A keyword tool may suggest demand in a country, but it cannot establish that the business can fulfil the request or legally offer the service there. Page planning and operating eligibility need different evidence.
Choose a page role for each justified difference
A local price, delivery restriction or market-specific selection question may warrant a separate destination. A short section in a regional page can be sufficient where the difference is limited. Retain a shared core where it remains accurate instead of manufacturing independent introductions for every country.
Document the decision in a market split matrix. State which question the country page answers better than the shared page and who maintains the difference. If nobody can identify a substantive difference or own its updates, a new URL may create maintenance work without improving the visitor’s decision.
Align language navigation and search signals
Use clear links so visitors can choose an appropriate language or country version. A location assumption should not prevent someone from reaching another legitimate offer. Where pages are genuine language or regional alternatives, implement the intended reciprocal relationships on valid final URLs.
Canonical ownership and alternate annotations solve different questions. Establish the intended role of each URL before adding signals mechanically. A page with distinct commercial conditions should not be treated as interchangeable with a market-neutral explanation simply because both are written in English.
Make the local facts maintainable
Store changing business facts where an accountable owner can update them and identify the pages affected. Price presentation, tax wording, delivery coverage and contact routes should not become disconnected copies inside several drafts. Retain the source and approval date for each accepted fact.
Before release, check a real customer path in each included market. Verify the final page, language links, form context and receiving recipient. Later evaluate the selected query and enquiry cohorts with their collection conditions stated. A correct locale structure does not guarantee that a particular country URL will rank for every visitor.
Example decision register
Illustrative rows explain how to use the worksheet. Bracketed entries are intentionally blank inputs; these are not client records or measured results.
| Market | Customer decision that differs | Approved offer source | Shared or separate URL | Update owner | Release acceptance |
|---|---|---|---|---|---|
| [COUNTRY A] | Same service and fulfilment | Approved catalogue | Shared English page | Service owner | No conflicting local promises |
| [COUNTRY B] | Different delivery eligibility | Operations record | Country page or section | Operations owner | Exclusion visible before enquiry |
| [COUNTRY C] | Support language unresolved | Pending owner decision | Keep scope provisional | Commercial owner | Language commitment confirmed |
Use the blank worksheet
- Choose one real decision and replace the blank fields with evidence you are authorised to use.
- Name the source and owner for each factual statement. Keep unresolved assumptions visible.
- Agree an acceptance check before commissioning the change, then retain the result beside the original observation.

01Does hreflang require one page per country?
No. First decide which useful pages should exist. Alternate annotations describe a valid page relationship rather than creating a business reason for a page.
02Can an English page imply a local office?
Only if the business has evidence for that claim. Language and target country do not establish physical presence.
